He has to dibs on the actual auction itself not the general 'area'

Well, it doesn't contravene any section of the dibs rules as layed out. The 'bastard' counter-claim could also still be used.

Allowed.

EDIT: Actually, thinking about it, no of course it's not allowed, otherwise I call dibs on anything that appears on ebay, ever. Laughing

and

b) No bastard Renault 19 16v's ever come up on eBay near me anyway!
