if it is always there, changes with road speed and nothing is visibly rubbing the wheel then its more than likely to be the ebearing.

jack up the suspicious wheel, spin it and put ur ear on the wing just above it...should hear the bearing whirring nicely if it is worn...compare to other side to see if there is a big diff for confirmation

bearing is the most likely suspect but what brakes do you have on the rear? Discs or drums?

Discs can break away from the bell and make a horrible scraping noise brakign will also be affected but you may not notice if the rear calipers are lazy/siezed.

Drums can have things rattling about in them. Or the drum rusts and swells and scrapes on the backplate.

I got discs on the back have since jacked the back end up and found the wheel doesnt move freely so thinking the brakes are seized on

well that sound sliek a good assumption. Maybe its jammed on and worn the pad material down so its the metal back plate rubbing on the disc causign the noise.

Anyway you need to free it off. If you look in the tech articel section I done a rear pad change article, this has pics etc of how to get the pads out and whats needs done.
