Looking in haynes it sais that in the last stage or tightening up have to do the bolts up to a torque of 25Nm. The wrench im looking at getting only does 30 and up, does it matter that its 5Nm out or does it have to be exact?

yes go buy a 3/8's torque wrench. The 1/2 inch drives only read from 28 upwards normally.
