I was just curious to why people do not bore out these engines to a bigger CC. is there any particular reason??

Not too sure but will boring them out change the compression ratio, hence further mods needed to run effectively?

if you increase capacituy but retain the same combustion chamber volume then yes you will increase the static compresion ratio.
