 TOE OUT problems

Hi,
On my R19 TL (Energy - no power steering), I tried to adjust the toe-out in this way, but no success: I tried to turn the track rod with a spanner; the rod and ball joint turned as much as the ball joint would allow, but I couldnt actually turn the trackrod itself, in relation to the ball joint, even though I tried quite hard to turn it. Is it neccessary to get a hammer at the spanner to loosen the trackrod? Or is there some other lock nut around there that I may not have spotted? Also I did measure the toe out with a couple of angle irons and saw that the front was 13mm wider than the back (I believe the distance should be 6.2mm, measured at the wheel rims, though the back of the rims is impossible to measure properly with a straight bar, but I got it to the "7:40 pm" position approx.

0h..I forgot to ask: is it better to do the adjustment with the front wheels resting on the ground or off the ground?

wheels on the ground as the angle changes totallly when the suspension is at full stretch, this is why you get bump steer.

Only 1 lock nut on the track rod end. if you need to use a hammer etc to shift the track rod then its pretty well siezed, spray with wd-40 and a bit of heat to get it moving. Wind the trackrod end right off then put copper grease on the whole of the thread.
