Adjusting the clutch height/biting point

My clutch is really high, at rest its past the break, and the biting point is also quite high, is there any way to adjust it so it's a bit lower?

Also, theres a whirring noise coming from the gearbox when I don't touch the clutch with my foot, but when I press on it dissapears. This the clutch plate being a fanny?
