Rear brake bias valve

Hey
I Seem to be having troubles with my pedal getting (spongy'r) every now and then, i have a fiddle with the bias valve and the pedal goes nice, then it gets (spongy'r) again, also seems that the back brakes loose effort, if i tighten the bias valve up it seems to be ok for a while then goes back, theres no leaks and its a brand new master cylinder, System bleeds fine but only when theres weight on the back end. I know they leak for a pastime but mine isnt and doesnt look that old.. can they cause low brake effort on the rear? it's almost right the way in now! lol
